Senior Executive Lawyer
Stuart specialises in advising on major projects for both Commonwealth and State governments. He leads large multi-disciplinary teams advising clients on a wide range of complex matters for government and has over 15 years of experience advising on outsourcing, information technology, cloud computing, intellectual property, privatisation and due diligence, corporate governance, international agreements, general procurement and probity advice.
His matters include the Australian Securities and Investments Commission Registry privatisation and Modernising Business Registers project, the national ‘Emergency Alert’ warning system, the privatisation of Medibank Private, funding the Royal Flying Doctor Service, establishing the National Broadband Network (including incorporating NBNCo), NAPLAN, and establishing the Global Infrastructure Hub Ltd. He also advises on a range of complex Defence procurements – most recently Project Land 400, which is delivering the next generation of armoured fighting vehicles for the Australian Army.
He has been awarded AGS Australia Day Awards for a range of matters including the National Broadband Network, the Global Financial Crisis team, the 2014 G20 Leaders’ Summit and the privatisation of Medibank.
Relevant experience
Stuart's recent work includes:
- leading AGS’s team advising Home Affairs on a range of complex, high-value and sensitive international and domestic procurement and contract management matters
- leading contract negotiations for the Victorian Government on the national ‘Emergency Alert’ warning system contracts with each of the telecommunications carriers to extend and continue the operation of the national warning system
- providing probity advice to Defence for Project Land 400 since 2012. Phase 2 resulted in a $5.2 billion acquisition of combat reconnaissance vehicles to replace the Australian Light Armoured Vehicle and an RFT has been issued for Phase 3 for the acquisition of infantry fighting vehicle to replace the M113AS4 Armoured Personnel Carrier
- advising the Treasury on its Modernising Business Registers project, including conducting due diligence to inform the development of amending legislation and developing frameworks for intergovernmental arrangements to support the implementation and operation of a consolidated registry.
