Senior General Counsel

Paul has extensive experience in delivering legal services to government across a range of key areas, including administrative decision-making, national security, secrecy and privacy laws, access to information, employment issues, statutory interpretation and development, responding to litigation and inquiries, and powers, obligations and responsibilities in investigations.

In addition to his work with the Office of General Counsel, he has many years of experience in in-house counsel roles, across a number of agencies, including as an AGS outpost. In that capacity he has advised extensively on all areas of advancing agencies’ legal interests, including compliance with statutory obligations, legal aspects of policy development, governance requirements, and in representations or submissions to a wide variety of external bodies including workplace representatives, regulatory or oversight bodies, aggrieved individuals or their legal representatives, and Parliamentary committees.

Paul’s advice has a strong practical focus, drawing upon his broad background, which includes experience in operational law enforcement, policy development and implementation.
