Senior General Counsel

Phil is experienced in advising on public law matters with a particular focus on statutory interpretation, regulatory and constitutional law, cabinet submissions, privacy and information management, and financial management and accountability.

He has assisted the Department of Infrastructure, Transport, Regional Development, Communications and the Arts on various aspects of the Western Sydney Airport project, including acquisition of land in accordance with noise insulation and property acquisition policy.

Prior to returning to AGS, Phil advised the Victorian Department of Health regarding the development of legislation regulating health records and information sharing within the public hospital system, as well as advising on the privacy implications of a number of data sharing arrangements.

He was also the first Corporate Counsel for the Australian Health Practitioner Regulation Agency (AHPRA) where he established an in-house corporate legal team to identify and manage AHPRA’s corporate legal risks, support its regulatory work and advise management and boards.
