Robert advises Commonwealth departments and agencies on significant public law issues, in particular on Australia's constitutional arrangements, the policy development and law-making process, machinery of government, statutory interpretation, administrative decision-making, Indigenous law and human rights issues.

He has played a leading role in developing many major policies and laws, including the Native Title Act 1993, Water Act 2007, reform of the national energy market and the constitutional changes for Australia to become a republic. He advises on significant and difficult statutory interpretation and decision-making issues, assisting the Government to manage its compliance with the complex legal environment in which it operates. He has appeared for the Commonwealth as an advocate in a range of courts and tribunals.
